OE will not default as mail handler
The solution proposed by Palm if you already have OE installed on your PC is to make OE the default mail handler. You have to go in the OE menu: Tools, Options and then at the bottom of the General Tab, click on the button "Make default" besides the text "this application is the default mail handler".

Making Windows Mail My Default Mail Handler
I'd expected MSOE to appear as my "Default Mail Handler." I strongly suspect this is yet another "perturbation" which results from my installation of the August IE 6.0 patch which I downloaded from the Microsoft Windows Update site, as a "critical update." I went to Internet Options' Programs tab.

I tried manually setting the flag by going into "tools", "options", "general" and clicking on "make default" at the bottom for mail handler, then click "apply" and "okay".
